Compliance Alert: Preservative-Treated Wood

Is Your Current Vendor Filing 'Form 10' for Your Treated Wooden Pallets? If Not, You Are Sitting on a Toxic Liability.

The 2016 Hazardous Waste Rules classify preservative-treated wood as toxic. We are India’s only 'Green Category' Authorized Processor that tracks every kilogram via AIS-140 GPS from your gate to our shredder.

The Regulatory Trap

Most 'recyclers' are actually middlemen who sell your wood waste to illegal brick kilns.

Under the 'Polluter Pays' Principle, once that wood leaves your factory, if it is burnt openly, YOU are liable for the emissions.

The "Kill Shot" Data:

  • The NGT and local bodies recently imposed fines totaling ₹95 Lakh in a single month for illegal dumping.
  • Mixing "chemically treated wood" with clean wood elevates waste to Hazardous Class 25.1. Without a Form 10, this is criminal.
  • The DPCC ordered the closure of 411 industrial units for operating without valid consent.

CASE STUDY: Tier-1 Automotive OEM, Manesar

"A Tier-1 Automotive OEM was paying ₹4/kg to remove mixed wood waste. We audited their stream, segregated 'Teak Scrap' from 'Pine Pallets', and converted the Pine into Biomass Pellets."

Result: They now earn ₹2/kg and have a 100% audit trail for their 'Zero Waste to Landfill' goal.

Frequently Asked Questions

Addressing common concerns for compliance and procurement teams.

Why can't I just sell my wood scrap to the local dealer? He pays cash.
Cash deals leave no paper trail. If that dealer burns your wood (releasing PM2.5 and carcinogens), the NGT can trace the "batch" back to your factory using pallet stamps. Under the 2016 Rules, the generator is responsible until final disposal. We provide a GST-paid, digitally manifested certificate of recycling.
What is the "Form 10" you mention?
If your wood packaging is chemically treated (greenish tint, anti-termite), it is classified as Hazardous Waste (Schedule I, Class 25.1). It cannot be recycled; it must be sent to a secure landfill. Transporting this requires a Form 10 Manifest (color-coded 7 copies). If your current vendor isn't using this for treated wood, you are non-compliant.
Are you compatible with the new 2024 EPR Rules?
Yes. The draft Environment (EPR for Packaging) Rules, 2024 will soon mandate that producers (PIBOs) recycle wooden packaging. KLIN ENVIRO is positioning to be a registered PRO (Producer Responsibility Organization) to issue the recycling certificates you will legally need.
How do you handle nails and metal clamps in pallets?
We use industrial Double Shaft Shredders equipped with downstream Magnetic Separators. This allows us to recover 100% of the ferrous metal, which is sent to authorized steel recyclers, ensuring a true circular economy approach.
My current vendor says he is "White Category". Is that true?
Unlikely. "White Category" is for practically non-polluting industries (PI < 20). Wood shredding generates noise and dust, typically placing it in the Green Category (PI 21-40). If your vendor claims White Category, they may be operating without the correct SPCB oversight, putting you at risk.
